Mining Department

The Mining Department within the Collector’s Office primarily oversees the responsible management and utilization of mineral resources, including conducting geological surveys, issuing mining licenses, and ensuring compliance with regulations.

Minor minerals play a crucial role in the industrial and infrastructural development of any nation, as they form the backbone of construction activities. Additionally, they serve as an important source of revenue collection for the government. Therefore, minerals are often regarded as a treasure of the state, and appropriate regulations and decisions are implemented to monitor and manage their extraction. In this regard, the Maharashtra State has issued the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013 under the Mines and Minerals (Development and Regulation) Act, 1957. Accordingly, the following procedures are carried out by the Minor Minerals Department concerning the extraction of minor minerals found in Akola District.

Functions of the Mining Department

  • Geological Surveys and Assessments:

The department conducts surveys and assessments to locate and assess mineral occurrences, providing crucial information for mineral-based industries.

  • Mining License Issuance:

They are responsible for issuing various mining licenses, including basement excavation licenses and temporary mining licenses.

  • Compliance and Enforcement:

The department ensures that mining activities comply with regulations, environmental standards, and safety protocols.

  • Revenue Collection:

They are involved in collecting revenue related to mining activities, such as royalty payments and lease fees.

  • Vigilance and Investigation:

They conduct checking programs in sensitive areas to prevent revenue evasion and investigate complaints related to mining activities.

  • Coordination:

They coordinate with other departments and agencies involved in mining, ensuring a smooth and efficient process.

  • District Mineral Foundation (DMF) and National Mineral Exploration Trust (NMET):

They process files related to DMF and NMET, including convening meetings, sanctioning projects, and maintaining registers.

  • Appeals:

They process appeal petitions related to mining matters.

  • Other Duties:

They perform duties stipulated in Acts and Rules governing the administration of mines and minerals, and also discharge any other works assigned by higher authorities.

Types of Mining Licenses:

1.Long-term Mining Lease
2.Short-term Temporary Mining Permit
3.Minor Mineral Storage and Trade License

1. Long-term Mining Lease:
The long-term mining lease is approved under Chapter II, Rules 3 to 57 of the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013. The application process and required documents are as follows:

Required Documents:
I. Application in Form-K as per the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013.
II. Ownership records (7/12 extract) for the applied land.
III. Location map of the area – Survey Sheet ‘C’ copy.
IV. Self-declaration/No Dues Certificate stating that no government dues are pending.
V. Boundary map of the land.
VI. Applicant’s PAN card.
VII. Income Tax Return (ITR) of the applicant.
VIII. Applicant’s Aadhaar card.

The application must be submitted through the MahaKhanij online portal. After submission, necessary approvals and clearances from relevant departments are obtained. Upon receiving the required clearances, the Honorable District Collector grants approval for a long-term mining lease for a period of five years.

  1. Short-term Temporary Mining Permit:
    For short-term mining permits, the approval of the District Mining Plan Committee, which is established at the district level under Chapter IV, Rule 58 of the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013, is required. Applications submitted by the applicants are reviewed by the committee members for necessary approvals.

Once the proposed site is included in the District Mining Plan, applicants can apply for a short-term mining permit through the MahaKhanij online system based on the following extraction limits:

District level: 2,001 to 25,000 brass
Sub-divisional level: 501 to 2,000 brass
Tehsil level: 0 to 500 brass
Required Documents:
I. Application in Form-T as per the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013.
II. Ownership records (7/12 extract) for the applied land.
III. Proof that the mining area is included in the District Mining Plan.
IV. Location map of the area – Survey Sheet ‘C’ copy.
V. Applicant’s PAN card.
VI. Applicant’s Aadhaar card.

After submission via the Mahakhanij system, the competent authority processes the application, and a short-term temporary mining permit is issued.

  1. Minor Mineral Storage and Trade License:
    For the commercial storage and sale of minor minerals, applicants must submit an application in Form-Dh as per Chapter VI, Rule 71 of the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013, along with the following documents through the MahaKhanij online portal:

Required Documents:
I. Application in Form-Dh as per the Maharashtra Minor Mineral Extraction (Development and Regulation) Rules, 2013.
II. Ownership records (7/12 extract) for the applied land.
III. Location map of the area – Survey Sheet ‘C’ copy.
IV. Applicant’s PAN card.
V. Applicant’s Aadhaar card.
VI. Non-agricultural land order and map.
VII. Pollution Control Board Certificate (if a crusher is installed).
VIII. Income Tax Return (ITR) of the applicant.

The application must be submitted through the MahaKhanij online portal. After obtaining clearances from relevant departments, the Honorable District Collector approves the minor mineral storage and trade license until December 31st of the calendar year.
